Progressive NYSE: PGR reported continued premium and policy growth in the third quarter of 2026 while emphasizing underwriting discipline, technology investment and expansion opportunities in bundled auto and home insurance, commercial lines and small business coverage.

President and Chief Executive Officer Tricia Griffith said net premiums written increased 4% from a year earlier to $22.3 billion. Policies in force totaled about 40.5 million at quarter-end, with year-over-year policy growth moderating to 6%.

“We delivered another strong quarter with continued growth and healthy underwriting margins,” Griffith said. She added that the company intends to advertise to support growth “as long as that spend remains efficient,” while maintaining underwriting standards.

Growth Slows, but Management Cites Competitive Position

Management addressed investor questions regarding a deceleration in policy growth and retention trends, particularly in personal auto. Griffith said consumers have been shopping for insurance at unusually high levels, citing LexisNexis data indicating that 47% of policies were shopped during the trailing 12-month period in the second quarter. Progressive has also been quoted more than 50 million times for auto insurance, she said.

Chief Personal Lines Officer Lori Niederst said September was a softer month for personal auto policy growth, driven primarily by lower new direct applications. She attributed part of the pattern to typical second-half seasonality and said month-to-month changes may be more noticeable now that Progressive’s growth rate has declined from the higher levels experienced in recent years.

Competition remains intense in both direct and agency channels, according to Niederst, as carriers use rate reductions, advertising and higher agent commissions to pursue growth. Progressive is also spending more in direct advertising, though it intends to acquire customers only within its targets.

Personal Lines President Jim Curtis said retention comparisons are being made against a period of “unprecedented volatility” in insurance markets. He characterized current policy life expectancy as a return toward a more normalized level, while noting that approximately 90% or more of customers in a given month accept their renewal offer.

Management said commercial lines remained an area of strength. Griffith reported 9% net-premiums-written growth, 5% policy growth and an 11% increase in new-business applications in commercial lines. The company has made targeted rate decreases in certain segments and states where it believed margins allowed for them.

AI Seen as Long-Term Opportunity

Griffith said Progressive has made generative AI tools broadly available across its organization and has dozens of advanced AI initiatives in production. The company also formed an AI Strategy Council to assess longer-term opportunities and implications, while its board and technology committee oversee technology-related risks and opportunities.

While Progressive did not disclose specific applications it considers competitively sensitive, Griffith said the company is using AI across areas that can include customer experience, underwriting, claims, growth and operating efficiency.

Management also discussed the potential for agentic AI tools to affect how consumers shop for insurance. Griffith said current agentic inbound interactions represent only a “rounding error” compared with Progressive’s overall volume and appear largely experimental at present. Still, she said the company believes agentic technology could change consumer shopping behavior over time.

Niederst said elevated shopping generally benefits Progressive because more consumers have an opportunity to see its pricing. The company is monitoring the development and intends to make itself easy to find, quote and buy through whatever channels customers prefer.

Griffith cautioned that insurance shopping through automated tools could be more complex than simply comparing rates because insurance quotes require data gathering, coverage decisions and regulatory considerations. She said Progressive is conducting tests and pilots with multiple vendors but did not provide additional details.

Expense Efficiency and Claims Trends

Progressive said it continues to target lower non-acquisition expenses through technology and process improvements. Griffith said policies in force per full-time equivalent employee have risen more than 10%, and the company has reduced its non-acquisition expense ratio by roughly half a percentage point annually over the past 15 years.

Chief Financial Officer Andrew Quigg said the non-acquisition expense ratio can be volatile month to month but has improved steadily over time. Management said investments in customer self-service technology for shopping, servicing policies and starting claims are contributing to sustainable efficiency gains.

On auto loss costs, Griffith said overall severity has been relatively benign at roughly 4%, although the company continues to monitor medical costs and attorney-represented claims. Quigg said year-to-date bodily injury severity was closer to 6%, while personal injury protection severity varied by state. The Northeast showed higher PIP trends, including New York, while Florida trends have been more benign.

Progressive also said it does not currently believe it needs to accrue for customer credits or refunds in Florida for 2027. Quigg said the company evaluates that position monthly and believes it has adjusted effectively to the Florida market, including lowering rates for customers while continuing to grow the business.

Bundled Home, Small Commercial and Capital Priorities

Management described bundled auto and home insurance as a significant growth opportunity. Curtis said the “Robinsons” customer segment, which management estimates represents roughly 40% of the auto and home market, remains a major opportunity. New homeowners business volume rose 22%, reflecting broader availability and underwriting appetite, according to management.

Griffith said the company is investing in property claims capabilities, including a claims training center in Phoenix. She said Progressive is opening its property appetite carefully and does not want to “swing the pendulum” as it expands.

In small commercial insurance, Griffith said Progressive has introduced a business owners policy product in California and now operates in 47 states. She said the company sees substantial runway for growth over the next several years.

Quigg outlined Progressive’s capital framework, beginning with regulatory capital, followed by contingent capital for severe events and then additional capital. The company had repurchased $1.6 billion of stock in 2026 through the third quarter, about $1.5 billion more than it repurchased during the prior year. Beyond funding growth, Progressive will evaluate share repurchases, strategic opportunities and dividends, with its board expected to consider any variable dividend later in the year.
