Key Points

  • Financial guaranty production rose 44% in the first nine months of 2026 to $280 million, with growth across public finance and structured finance. Management expects full-year production to exceed $400 million, and CEO Dominic Frederico said he would be disappointed if it ended at that level.
  • Third-quarter adjusted operating income fell to $86 million, or $1.94 per share, from $124 million, or $2.57, a year earlier; the prior-year quarter benefited from higher recovery assumptions on U.S. mortgage-backed securities. Adjusted operating shareholders’ equity and adjusted book value per share reached record highs.
  • A Brightline restructuring provides for $490 million in new operating-company capital, including a $70 million commitment from Assured Guaranty. The company also repurchased $10 million of shares and paid $17 million in dividends, while weighing growth investments against shareholder returns and its ratings-supporting capital buffer.

Assured Guaranty NYSE: AGO expects financial guaranty production to exceed $400 million in 2026, after growth across its business lines helped lift production 44% in the first nine months of the year.

The company reported third-quarter adjusted operating income of $86 million, or $1.94 per share, down from $124 million, or $2.57 per share, a year earlier. Chief Financial Officer Ben Rosenblum said the prior-year quarter benefited from increased recovery assumptions on U.S. residential mortgage-backed securities exposures.

President and Chief Executive Officer Dominic Frederico said adjusted operating shareholders’ equity and adjusted book value per share reached record highs at the end of the third quarter. He also highlighted a restructuring agreement for Brightline and progress in the company’s life and annuity reinsurance business.

Production growth and outlook

Financial guaranty production, measured by PVP, totaled $280 million in the first nine months of 2026, compared with $194 million a year earlier and $286 million for all of 2025, Chief Operating Officer Rob Bailenson said.

U.S. public finance PVP rose 31%, non-U.S. public finance increased 63%, and global structured finance more than doubled. Bailenson said the company insured $15.6 billion of U.S. public finance par during the nine-month period, generating $199 million of PVP.

Structured finance PVP rose to $50 million from $23 million, driven primarily by fund finance and accompanied by guarantees for life insurance capital management and a commercial real estate balloon note. Non-U.S. public finance PVP increased to $31 million from $19 million.

Bailenson said the company had started the fourth quarter well and had a strong pipeline. He expects more than $400 million of financial guaranty PVP for the full year, with several larger transactions potentially adding to that total depending on timing and execution.

Frederico was more pointed during the question-and-answer session, saying he would be disappointed if the company ended the year at $400 million. He did not provide a production forecast for 2027, but said new products, geographic expansion and repeat business from counterparties could support growth.

Management said shorter-duration structured finance transactions can generate premiums and free up capital more quickly than typical municipal business. Rosenblum said deferred premium revenue stood at a little over $3.8 billion and had remained relatively stable over recent quarters, while earned premiums continued to rise.

Brightline and quarterly results

Frederico said the Brightline restructuring agreement provides for $490 million of new operating company capital once Brightline Florida Holding and its affiliates exit bankruptcy. That includes $350 million of junior debt and $140 million of senior debt, of which Assured Guaranty has committed to provide $70 million.

Assured Guaranty insures 51% of Brightline’s senior revenue bonds and will retain the controlling voting position with respect to the bonds after the new debt is issued, Frederico said. He added that the company had moved the exposure from its BIG 2 to BIG 1 internal category, reflecting a more remote prospect of paying a loss.

Rosenblum said Brightline was the largest component of a $27 million benefit from economic loss development in the quarter. That figure included a $16 million loss from updated discount rates. He said the settlement improved Brightline’s liquidity, while the rail system continued to experience revenue growth.

Net earned premiums and credit derivative revenues rose to $114 million from $98 million in the year-earlier quarter. Alternative investments generated $21 million in gains, down from $32 million.

Capital priorities

The company repurchased 123,000 shares for $10 million during the third quarter and paid $17 million in dividends. Holding company liquidity was approximately $144 million, Rosenblum said.

Asked about capital returns and the company’s stock valuation, Frederico said management was weighing growth opportunities alongside the capital buffer needed to support its ratings. He said the company wants to change the composition of that buffer to give it more flexibility to use capital for growth or potential returns to shareholders.

Rosenblum said the company was pursuing synthetic capital opportunities, including reinsurance, and expected to provide an update in the fourth quarter. Frederico also said Assured Life Re was progressing on new business opportunities, though he noted that such deals can take time to develop.
