Public Storage NYSE: PSA raised its 2026 outlook for the second time this year after reporting third-quarter operating results that exceeded its expectations, citing stronger customer retention, improved new-customer pricing and a slowing pace of new self-storage supply.
Core funds from operations totaled $4.34 per share in the third quarter, up 0.7% from a year earlier. Same-store revenue and net operating income each increased 0.5%, while average move-in rents rose 9%, the company’s strongest level since the second quarter of 2022.
“The third quarter results were better than expected, supporting our increased outlook and strengthening our confidence in the trajectory of the business as we move towards 2027,” CEO Tom Boyle said.
Guidance Raised as Operating Trends Improve
Public Storage raised its full-year core FFO guidance by $0.10 per share to a range of $16.90 to $17.10, with a midpoint of $17. The updated outlook assumes same-store revenue growth of 0.25% and same-store NOI growth of negative 0.3% at the midpoint, representing improvements of 45 basis points and 85 basis points, respectively, from its prior forecast.
President and CFO Joe Fisher said the company’s operating indicators strengthened during the quarter. Move-in rates were up 28% from the fourth quarter of 2025, while lower customer churn and higher occupancy contributed to improved results. Occupancy remained ahead of the prior-year level during the third quarter, though management expects occupancy to be closer to year-over-year parity in the fourth quarter.
Boyle said October trends remained generally consistent with third-quarter conditions, although move-in rent growth was not running at the same 9% year-over-year pace seen during the peak summer leasing season. The company expects move-in rents to remain in positive territory during the fourth quarter.
Market conditions continued to vary geographically. Fisher said coastal and Midwest markets with lower supply were generating revenue growth in the 2% to 4% range, while certain Sun Belt markets remained pressured by new supply. Within Public Storage’s 25 largest markets, 60% generated positive year-over-year revenue growth and more than 70% showed sequential improvement.
Los Angeles returned to positive revenue growth after state emergency pricing restrictions expired earlier in the year. Fisher said the company sees nearly 100 basis points of additional revenue growth opportunity in its Los Angeles portfolio, equivalent to roughly $35 million to $40 million of upside in 2027 and 2028. A newer emergency declaration extending through mid-November was incorporated into updated guidance and is expected to have a de minimis effect on 2026 results, management said.
NSA and Canadian Acquisitions Move Into Integration
The company completed its acquisition of NSA in July and closed its Public Storage Canada transaction in September. Management said both transactions are expected to have a neutral effect on 2026 results but should provide revenue, margin and cash-flow opportunities in future years.
Public Storage moved the NSA portfolio onto its systems immediately after closing and expects about one-third of the properties to be fully rebranded by year-end. The company cited stronger-than-expected move-in volumes, which were up more than 30% in August and September across the acquired portfolio. However, it also said it has lowered move-in rates as part of its initial operating plan and is working through delinquent tenants, bad debt, repair needs and other property cleanup efforts.
Fisher said Public Storage inherited approximately 14,000 vacant or unrentable units in the NSA portfolio that it is working to return to service. He also identified more than $100 million in potential return-on-investment opportunities through expansions, redevelopments, remixes and conversions.
Systems integration for the Canadian portfolio is now expected next month, ahead of the original schedule. Boyle said Canada represents an underpenetrated market with long-term growth potential, although the company expects its investment activity to remain weighted toward the much larger U.S. market.
Digital Strategy and Capital Deployment
Boyle said the company’s PS Next operating platform remains central to its strategy, combining customer experience, pricing, operating efficiency and digital capabilities. Nearly 90% of customer interactions are digital, and about three-quarters of customers complete their leases digitally, according to the company.
Public Storage’s AI-powered virtual agent, Ellie, has handled more than 300,000 customer interactions, Boyle said. The company is also testing pricing and lease presentations that provide customers with greater clarity about rents during the first 12 months of occupancy in several states.
Management said AI tools and digital processes have helped reduce labor hours across the platform by about 30% over the past six to seven years. Boyle said the company sees further opportunity to improve customer service and operating efficiency through automation and AI in 2027 and 2028.
Public Storage deployed or committed more than $12.5 billion year to date across acquisitions, development and lending. The activity carried a weighted average going-in yield in the low-5% range and a stabilized yield in the high-6% range, Fisher said. The company also acquired an off-market $150 million coastal portfolio during the quarter at a mid-6% going-in cap rate.
Its development pipeline grew to nearly $800 million at quarter-end. Management said higher construction and financing costs have reduced industry development activity, potentially improving the competitive environment in selected micro-markets.
Balance Sheet Remains a Focus
During the third quarter, Public Storage issued $1.2 billion of unsecured debt at a weighted average rate of 4.85%, including its first Canadian bond issuance. Available liquidity totaled approximately $4.1 billion at quarter-end between cash and its credit facility, supplemented by about $600 million of expected annual free cash flow.
The company reported net debt to EBITDA of 3.4 times and debt plus preferred equity to EBITDA of 4.7 times. Fisher said leverage was temporarily elevated by transaction timing but that the NSA and Canadian acquisitions are expected to be slightly deleveraging over time.
Management said higher interest rates have increased transaction hurdles and created a disconnect between buyer financing costs and seller expectations. Still, Boyle said Public Storage’s balance sheet, data-driven underwriting and operating platform position it to pursue opportunities as asset values and seller expectations adjust.
