NVIDIA NASDAQ: NVDA spent most of September arguing that AI safety is an engineering problem, not a legal one. On Sept. 28, the company shipped the product to prove it. NVIDIA introduced the Open Agent Safety Platform alongside more than 100 industry partners, pairing open-source access controls with an independent monitoring layer that runs on separate silicon so it can watch an AI agent without living inside it. Jensen Huang framed the launch plainly: AI's potential only gets realized if safety gets solved alongside capability.
Investors hear "safety" and price in a slowdown. Luke Lango of InvestorPlace thinks that reading is backward and that a self-regulation path widens the AI infrastructure spending pipeline rather than narrowing it. That's the setup behind three names he's watching.

The business has kept pace with the rhetoric. Marvell guided fiscal 2027 revenue to roughly $12 billion and fiscal 2028 to about $18 billion, and the stock has returned over 200% so far in 2026.

In March, Arm shipped the AGI CPU, the first production chip in its 35-year history as a licensing business. It runs up to 136 Neoverse V3 cores, is manufactured by Taiwan Semiconductor Manufacturing NYSE: TSM on a 3-nanometer node, and Arm claims more than double the performance per rack versus x86 platforms.
Meta Platforms NASDAQ: META co-developed the chip and took first delivery, with OpenAI, Cerebras NASDAQ: CBRS and Cloudflare NYSE: NET among launch partners.

What the setup does depend on is CapEx discipline holding and the macro backdrop easing enough for high-multiple hardware names to re-rate. If the 10-year yield stays elevated and liquidity stays tight, good numbers may keep getting offset by a shrinking multiple, exactly as they have been.
